HELP NEEDED Whining problem

HELP NEEDED Whining problem

Okay so here it is, I have a annoying whine coming through my 2 pioneer 6x9 I have installed and when I rev the engine it gets louder. So I'm running 2 amps one for subs(1100 watt) and one for the 6x9(250 watt) but I'm only running rca's too the sub amp and bypassing the 250 amp. In the 250 amp I'm running speaker wires from the 6x9s directly to the amp and then high outputs (I didn't use the ground wire on the HO but I've tried to use it and it makes no difference) to the stock speaker wires. The noise won't go away. What do I do?

What I have tried:
-Soldering all grounds plus checking all grounds
-grounding rcas at amp and back of deck
-soldering all connections
-running rca to small amp then grounding rca
-splitting rca to both amps and then grounding

It's strange that after all that don't work.. Maybe try to change all the wires.

I just solved a similar problem with a ground loop isolator. Something like this:

PAC SNI-1 RCA Ground Loop Noise Isolator at Crutchfield.com

However my noise was more like static, not whining.
