Any idea who could make one of these?

There is a circuit board which controls the heating/cooling
right behind the LCD, it cannot be removed.

The link for image is broken. If you’re talking about the flexible bus that normally connects a circuit to an LCD, you can either get it made from any PCB designer but it’ll take a lot of effort in designing it on CAD. The easiest way would be to look into the store of any nearby shop that deals with LCD’s and get one.

can you take pictures of the ends? you might be able to make one if you are really handy. there is something called 'trace lead repair' which is a metallic paint pen. you can basically draw on wires, so if you get the right thin plastic material, with a careful hand, a ruler, and lots of patience, you can create it. 99.9% of the general public can not accomplish this...just a thought though.
