The one that best suits your needs.

Let's ask "what's the best car?"
If you're 25, rich, single, male, maybe a Ferrari Enzo is best.
Married, 2 young kids, soccer mom, maybe a Jeep Cherokee is best.

A sub isn't just designed to play low frequencies.
It is designed to play low frequencies and work in a desired application (ie. sealed, ported, enclosure size, power handling, sensitivity, transient response, ect.).

Look at what YOU want the sub to do for you and then pick the one made for that application.

I don't think there is one "best" sub. There can be a "best" sub for you however. You just have to figure out what exactly you want out of a sub, and find something that fits that ideal the best.
IMO there are many high end subs I wouldn't mind having, but I do not consider one the best of them all.
