question on glassing..

When creating something in fiberglass I was wondering if you would sand before and after adding the body filler or only after...

So.. does it go

Glass - Sand - Filler - Sand - Paint

or just

Glass - Filler - Sand - Paint

I always scuff up the surface. I believe the bond would be mechanical and not chemical. Scuffing up the surface can't hurt regardlass.
