Weird multiple floor building question.

Question Weird multiple floor building question.

I discovered today that the only way tenant in my building can get up to their apartments is via the elevators. Although there are stairs, they are locked from the main floor. You can get into and down the stairs from the second floor or higher, but you cannot get into the stairs from the main floor.

Why this became important, one elevator was broken today and the other one was being used for some people moving in, so they in essence had it locked and for about 40 minutes, I was unable to get alllllllllll the way up to the second floor.

Now my question is, what is the apartment building gaining by forcing everyone to use the elevators of which one is broken half the time???

It just keeps people who perhaps shouldn't be in the building from having a quick way to get around.

Really, the lock on the door should be keyed to the front door key so tenants can use it.
