i think its just a way so if you didnt meet the attended shows requirement, you can still compete in this show

Everyone can compete for the Eastern Championships. And Yes you could technically take second and still win the CDN championships if the first place winner did not meet requirements.

Again if anyone has a valid reason as to why they could not meet the show requirements please email a letter.
