I think there should be a point requirement. This will encourage people to come out to shows.

There should definitely be a points requirement ... it only makes sense IMO ...
But how many points ... so a competitor would need to show up and compete in at least 1 show throughout the year? 2 Shows (worth of points)???

It's to stop people from ONLY showing up for "When it matters" ...
The flipside is, we're limiting something that's already limited ... there isn't a line of competitors waiting to come in ...
Good thing is though, those that ARE competing, probably want it bad enough that a points requirement wouldn't scare them away ...

What will it look like if some one shows up for the first time and wins the class but because he/she didnt have enough points the 2nd place person is declared the winner.

 

this is HIGHLY unlikely to be the case. But the 2nd place person wouldnt be declared the winner, they'd be declared eastern champion. Just like at world finals when wayne allowed regional competitors to compete at finals in regional championships only and not worlds.
