You can still do it at 13" just makes it closer to 4cuft and 36.5hz. Same port length.

Your looking at almost $70 just in 1.5 sheets of 3/4 MDF, glue, screws, ....paint &/or carpet and spray glue, your over $100. Not including labour. Sounds like the people you are talking to just don't want to do it for free, can't say I blame them, lol. I'll get that cut list to you sometime tomorrow, I have to go out right now.
