I have always used a turn signal bulb to charge and discharge.
To discharge, wire up the bulb as if the cap was a battery. To charge, wire the bulb in series with the power wire.
It is not a good idea to suddenly charge or discharge a cap. Something about the fluid inside, but I can't remember exactly why. Not to mention EVERY manufacturer recommends a slow charge or discharge. There must be a reason.

I am curious have you ever seen a cap fail by shorting or doing a fast charge? I know it is not recommended and I have been less than religious on this so I have no axe to grind.

I have not seen it personaly nor do i want to...lol , Like others have pointed out there must be a reason why EVERY manufacturer recomends a slow charge, and to the guy that suggested touching the terminals together do you also discharge your battery by placing a wrench accross the terminals...lol is that how they teach you at the Big Box store you work at.....

That would be SPL-type of discharging, if you need SQ job it costs a little more. I can do you a favour and do it for $125, cause I am a very nice guy.

you will damage the cap or the batt depending on what you are using and it will no longer work at full capacity and it will have a shorter life span... I have seen this a few times more in batteries but a cap is pretty much a battery.
