I think I'm getting scammed, please help.

Well I think I might be getting ripped off. I am not 100% sure yet but does anyone know what I can do. I paid via paypal but it has been over 30 days so I can't claim fraud.
The guy lives in the USA and it is a 13 hour drive.
Any suggestions would be appreciated.

Well I have been PMing the guy for a while now, he won't reply. I know his address and everything.
He sent me some stuff before and some of it was broken. He said it was UPS's fault, so I sent the broken stuff back and he was taking care of that. I still had some working materials though so I felt confident.
I bought something else off him, before I got a settlement from UPS and he still hasn't shipped that out. I found his mom online and talked with her. She said that the first amp and cap I bought off him were already broken and that she has an amp at HER car audio store (he said it was his) that is broken, and that is the amp that I'm buying, it's supposed to be working.
She is going to try and get that amp repaired for me, but the first amp and cap that are broken, I am pretty sure that if he got a settlement from UPS he isn't going to give it to me. He just keeps stringing me along.
She also said that he has stolen a few amps and subs from her. She couldn't do much about it so she just left it. He doesn't live at home with her and she pretty much never talks to him.
He is 22 years old and I asked if he owned anything. He has a few cars, all with LARGE liens on them, and a 4 wheeler that is about to be repo'd.
Does anyone know what legal action will do??
He is from Missouri.
Don't go posting on another forum yet, I just want to give him a bit more time to come clean, before I start throwing it in his face.

Another question. I know that some offences can be carried over from country to country, but if I go down to the US and steal his **** and beat his *** down hard, can I be charged if I make it back to Canada before I'm caught?

not worth taking the chance - American jails are much much worse than Canadian ones. Sure if you make it back they are not going to extradite you over an assault charge but quite often these things get out of hand(like he got in his car after you beat him, ran over a few people, then crashed, now you're on the hook for the whole thing!).
just consider how many $ it cost you for this life experience. It doesn't sound like he has anything to take.

your fu*ked, buyer beware online, i know far to many people who have lost thier hard earned dollars to scammers online, many people have great success without ever losing, but they are running on borrowed time, its just a matter of time before they will come across a peice of crap like you seem to have

i've been screwed twice on ebay,almost one more time,but i played hardball with the guy.
i registered a complaint with ebay,filed an fbi internet fraud,and i cant remember the other internet fraud society(sumthin like that)

I have been calling and calling this guy. The only time I get an answer is when his girlfriend's mom answers. She says he is at work and to call later. I call and call later but no answer. I have left messages etc.
