with a budget like that you need to buy used off the internet. I would check out the sounddomain.com classified forum. You can often find nice amps on there like the MMATS D300HC for $200 and then you may be able to pick up a used kicker L5 off there or maybe even a new Kicker L5 off ebay. I would get a 12" since you will need a single woofer. If you plan to get from a local shop $400 will buy you garbage and thats if you can even afford anything for $400. Used online is the only way to get a nice setup in your budget

Given your car size, I would suggest going with a single 10" - ported. Look at a single channel amp of ~200-300 watts. It sounds like you probably won't be installing it yourself, so make sure you factor install charges, wiring, etc. to your total cost.

I'm in Mississauga, I"ll see what I can find in terms of audio dealers...haven't heard of any exceptional ones around here. $400 isn't a good budget? other people are telling me it will get me what I need, like I said I don't need anything huge and top of the line

Personally, I'd concentrate on stuff located in Canada - shipping and duties will take a chunk out of your budget.
Check this amp out:
