The sub itself might account for 20% of the quality. Enclosure, power, box type, all have a huge impact on quality and/or output.
Personally, for the price I'd take my 4 15" MAW's over 1 W7 any day, because they sound just as clean, and are far louder than any W7 I've ever heard.

If you want a recommendation, Ill recommend a SI Mag, I heard one while I was south of the border in fall and it was clean, loud, and very nice to listen to.
