I have 2 12" pioneers (500W RMS each) in a dodge stratus 4-door, sealed, powered by a kenwood amp getting about 400W and the gains are all the way down. When you turn music on (pioneer deck), the subs will start moving air in burps kind of like "BRR BRR BRR BRR", and will still make this sound when the volume is at zero, and when the subs have been turned off using the deck. The sound goes away after a bit, and comes back when you turn the volume up, but still makes the sound when you put the volume back down to zero. We checked all the wires and they're fine. We also keep blowing fuses. Has this happened to anyone before?

 

sounds like a grounding problem check and make sure you ground is good.
