now instead of RF, MTX, or Kicker having to sponsor ONE competitor with 48, 72, or 96 or whatever number of amps, they can sponsor 2 or 3 competitors on that SAME budget.

I don't think it's a bad move at all. I'm betting the manufacturers are loving it, and that's better for us.
If people wanna whine and complain, and leave because the rules don't suit them, then so be it.
I mean you can't make everyone happy (competitors, manufacturers, audio shops, audio teams, judges)_but you can sure as hell try.

I am not even going to try to be an SPL guy here, but I think its an overall good move for all the competitors. I think that db Drag will get more competitors out if they don't have to go against someone who has 20-30k wrapped up in gear.
I understand the manufactures point of view on this as well. If they was to keep supporting db Drag, then db Drag has to do somthing more to support them. Having custom drivers built for your serious competitors isn't a very good buisness plan. Its a very small number of people who will actually custom order them, and when they do they probably get them at a deal as they are either sponsored or in "pro". I don't think you will see many "rookies" out there with quads.
If it can't be bought from a store, then why should it be allowed against all the other mass produced product?
