i was told shoe goop aswell but i think that was more for if your surround was damaged cause the shoe goop is still flexible when dry

First does the surround broke or just separate where it supposed to be? If it broke it means that he need to replace the entire surround. The problem with glue and foam (lot's of different type) is that if you use the wrong glue it will eat the foam, ive read that a few people had success with epoxy... If you can find out what is the brand/model of the sub, we could probably find what type to use. Also ask him to pinch the foam to see if it cracks, if it does that means new surround.

are you just gluing the surround back to the plastic cone? just use CA glue.

Permabond or LocTite brand have black CA glues. 3M does as well.
