Does the fuse blow with the radio harness unplugged from the radio?

I agree with the above, find out what else is on the circuit. Turn the car on and check out every option of the car and make note of what options aren't working with that fuse blown.

As for ELI's suggestion, that won't help you find the short. From the back of the fuse panel something is possibly shorting. If so, everything connected to that circuit will also be connected to that ground point.

The only suggestion I have (other than chasing chaffed wire) is, once you have found all of the accessories that run off that fuse start examining those accessories, and see if any of them have a short.

Okay, I checked out pretty much all other power options I ahve (not too many) and all seem tow ork fine, ie blinkers, wipers, headlights, interior lights, etc
So does that mean it is a short or improper ground somewhere and not a faulty circuit?

BTW, to test wires with my multimeter, I put the negative to ground, and the positive to the wire, but where on the wire? do I need to undo all the connections I've made so that I can put the positive to bare wire somewhere?

That's what I've heard too, but mine is pink, trust me.
BTW, I just got home from town, and on the way there I was just driving and heard a fairly loud SNAP. My first thoughts were "oh ****, electrical fire". Anyway, I guess another fuse must have blown? Checked out some power options while driving and noticed that my brights no longer work, so I'm assuming it was the fuse to those that blew. Does that help any??
BTW, I did not have my brights on when I heard the snap.

But they'll take hours and hours to find the problem, and charge me labour for each of those hours, and at $40+/hour it doesn't sound like a good deal!
