The only people that claim skin effect (SE) is a major concern, in audio, are audiophile cable companies and those that read their ad copy. I think that SE should be accounted (and compensated) for in a signal carrying cable design. It doesn’t get my underwear in a wad since designs that 'ignore SE' work too.
I did not quote or reference any audiophile companies techno-babble because I think their theories are suspect. Do their designs differ- YES, do they sound different –subjective (your call).

On a post about 4 months ago on RCA cables I mentioned a company that made the most bizarre cable. Here is a cable that breaks all the rules on impedance and resistance, affordability, and good sense in general. This puppy is as big around as a girls (or TY’s) forearm. It is expensive, and it sounds pretty darn good. BUT here is the rub, it attenuates the preamp output by 12 to 20 dB, my Krell preamp couldn’t provide enough gain to make a decent listening experience. Bizarre but they did sound good and certainly different.

I remember something about high frequency transmission over coaxial cable, where electrons flow on the outter mesh as opposed to the core..

Actual cable construction, including geometry of the conductors, the metallurgy of the wire, and the dielectric material used is a better guarantee of a high quality audio signal carrying conductor. The fixes for skin effect cause other problems and they are audible (it is hard to argue that SE has any real affect but the fixes for SE can be proven to have a negative affect).
