so im allowed to run 2 amlpifiers and link them together so long as there is only 2 speakers wires going to the woofers, you can only use 1 battery, and the car isnt running when you do your run, am i on the right track, and what sort of vehicle mods are you allowed to do, doors, floor, etc

Apparently some people were looking at external 3rd party modules what will link amps that were never intended to be linked. Those are not allowed.
Otherwise you're pretty much on the right track.
In terms of mods to the car. You really aren't allowed to do much. You may apply sound deadener but you can't apply any more than 2 layers in any single location and it can't measure more than 4mm thick.

can i weld 4mm steel or use aluminum for bracing the floors, roof, door then? do the windows have to roll down? does the interior have to appear stock? can the heater box be removed or other uneccesary parts and replaced with steel boxes of the same size? and 1 last question who is to stop a person from filling their interior with a bunch of 4 litre milk jugs with the tops sealed to make the cabin size smaller and capable of creating more pressure, what sort of cabin reducing things are you allowed

Windows must be able to function. You can't weld to any of the body panels. The car must be stock.
Can't remove the heater box or any other uneccessary items.
You aren't allowed to add milk jugs or anything of that nature to reduce the internal volume.
Stock means stock. You're allowed to add amps, subs, a cap, and deadener. (commercially available deadener!) ... that's all
