is this factory or aftermarket Head Unit/HU (which brand/ model)?
is the HU hooked directly to the speakers?
if it sounds distorted... it probably is distorted. The question is where is it coming from, the answer is either the HU or the speakers. Assuming the new inside speakers (does your car have outside speakers too?) are good and nothing is touching them then the problem is most likely the HU. As you turn up the HU the amp continues to produce power even though the amps distortion specs are going through the roof. This sounds like a lousy HU... but you haven't told me much about the system so I cant be positive.
It is possible you hooked things up wrong as well

if its a pioneer you should probably be able to get up to 43 before there are any clipped signals and the distortion I think wouldn't be audible until 50. I've used two pioneer decks and they've both performed the same way

The tiny little amp in the Pioneer has just plain run out of gas. If you want it louder, you are going to need to purchase a outboard amplifier. This will then allow you to get the volume levels out of the speakers you are hoping for without the distortion that you have now.
