2001 grand caravan wiper probs!?!

Its a 2001 dodge grand caravan sport. 3.3ltr far as I know.
me and the fam went to Walmart today, and whewn we came out I started van and tried make the wipers go on to clear snow off. Well the wipers froze to the windshield, so I got out and scraped them clear.
Upon getting back in the van I turned em on again, and all they do is move about an inch, and go back down now! WTF could be wrong? think maybe time for new wiper motor?
Any info be good, I dunno bout mini vans

Kevin
