I don't believe it's illegal to stop on an on-ramp.

I mean, what do you do if it's bumper to bumper and you can't merge?

There's no way the lady is getting in trouble for not mergring.

ANY time you rear-end someone, it's your fault.

You stop at the end of the ramp when you run out of time not at the beginning lol </font>
Uhh... noooo... that's the completely wrong thing to do.

You need a bit of the merge lane to be able to gain speed and merge in with the flow of traffic.

If you're stopped at the very end you're essentially forcing yourself to stomp on it to try and squeeze in.

If you wait until the very end of the merge lane to stop and take a look you've basically screwed yourself.
</font>
Worst case scenerio my friend lol If you're gonna stop stop at the end and screw yourself not at the beginning and screw everyone else ;)
</font>
How is it screwing everyone else if you stop at the begining of the on ramp?

Its not like they're going anywhere before you are!
