The I'm feeling lucky button takes you to the first page found on a regular search. If you do that search normally you will see that is the page that is at the top of the list. What is equally as funny, is that the top three hits for that search are all about Bush.
Now, how a browser prioritizes the pages that it finds and orders them, I do not know.
