Salary doesn't always mean that, but certainly a majority of the time. I know lots of people who work 9-5 M-F jobs with no or very rare OT and make salary. But yes labor law says people on salary if they are management/admin related don't get paid OT. Otherwise they can pro-rate the salary into OT hours. I know the board looks negatively when companies give employees "false" job titles so it sounds like they are managnement and won't get paid OT.
