Yes, when you buy electronics in Alberta now, you pay a levy, just like a tire levy.
In Calgary, you can take dead computers to Shred-A-Can recyclers. If you take the time to seperate the cases from the guts, you'll even get a few cents for them. Yes, the boards get melted down and the gold is recycled, perhaps the lead too. I think they pay about 25 cents a pound for electronics boards... But don't quote me on that...
