Ever hear of cars being measured in BHP? Stands for Brake Horse Power.
Set the brake at a given known value, then measure strain, or force (like a scale of sorts through that S looking doodad). It's how we do HP ratings on stuff at school. Our machine looks a little beefier and uses a spring scale, but it works the same. Ours also only measures engines, so it has no wheel contact type surface.
I presume those wires or hoses are either to set the brakes or measure the force on the brakes.
