Do they sell just the power wire and fuse together anywhere or do you have to buy a?
Does anywhere sell the power wire and fuse for an amp or do you have to buy a whole kit?

Yes, Most stereo stores do sell just power wire, power and ground wires, and fuses seperately, Most of the time you will end up paying roughly the same amount, sometimes a lil more or less.
