Avic-N2 RCA preout problem

This is what I get with everything almsot at maximum:

Sub RCA: 0.002 - 0.6 fluctuating drastically (0 to 0.6 then 0.32) never keeps the same voltage for more than half a second

Front & Rear RCAs: 0.000 - 0.02 (0.02 if lucky)

Any ideas what's wrong with it?

I'm just using a regular volt meter. I tried a cheap one and then borrowed my friend's high end one and same thing.

I do get sound when i hook them up to a amp. Where the big problem is, is my equalizer won't accept voltages this low.
