Car Battery reading unstable. Goes from 12-22v! Also 4 channel Amp question.

I have recently done an install on a new car I got.. It's been quite a few years since my last install but for the most part everything went as planned and I am happy with everything except for a few questions I have.

1./ When i meter my battery at the leads +/- I get a voltage that in unstable and rises from 12 volts all the way up to 23 volts. So far I have not had any real issues with this as my amps/deck seems to run ok... but just curious as to what would cause this instability? Oh and this is when the car is not even running... no key in ignition.

2./ I recently got a 4 channel bazooke el460 amp dirt cheap which does 65x4rms to replace the 2 50x2 rms amps I have right now. When I hook it up it powers on fine and it heats up so I know it's working somewhat.. the problem is that I get nothing from my speakers / sub. But when I do hook the speaker cable to the speaker outputs on the amp the sub moves for a second but puts out no sound. Same thing with my front stage. I metered the speaker outs and saw 22v !! I know that my other amps don't put out any voltage from the speaker outs... So anyone know if this has anything to do with my battery reading at 22v?

im thinking its your meter thats screwed or on the wrong setting. volts at the batt can not go up when the engine is not running. if anything it would go down, not spike. i have never seen a batt go up in voltage when there is no power source connected to it. honestly i dont think its possible. even if you had a bad cell the volts would drop. at 23volts i believe the batt would be boiling
check your meter. make sure the meter is on the right setting. also when checking speaker outputs at the amp terminals there will be ac voltage not dc
as for the amp not working, idk. did you swap the old amp back to see if it all works again. if it does maybe you got a dud. if the amp is used it could very well need repair. also note that if the old amp work with no probs than ur volts are fine for sure.

Yes you are right .. thought the only thing that could cause a spike would be a farked up cell or something w/o the car running. Upon doin more reading i see not even a cell can do that so it's gotta be the meter. I have a very solid meter lent to me for testing today. An Hp Agilent (dinosaur but super accurate). As far as the amp goes it was a freebee tossed in when I bought the pioneer amp i have for my front stage so meh.. no big loss.
