There is no truth to that statement whatsoever.

A radar gun is there to re-verify the observations of the police officer. Its just another tool they have to use to issue speeding tickets. It certainly ups the conviction rate, but it is not required.

How dark is your front tint? Do they not really care about that where your from?

They could have made it a lot worse for you than they did. Your system was loud and likely disturbing someone along the way, especially if it was after 9pm. You didn't have your license or ownership on you, and it is the officer's discretion to say whether the tint is too dark if they cannot clearly see you in the vehicle. Count yourself lucky and pay the ticket. Fighting the ticket will cost more taxpayer money and cause one more officer to be in court instead of on the road where they should be.

 

I had regular Eurolite Superwhites on my headlamps of legal wattage and same with my stock side markers. My flashers were still amber.

I was smart enough to be nice such that they would let me go on the rest. BTW my tint is %20 all around.
