Oh and one should re-fuse everytime the cable steps down in gauge - like out of a distribution block, to make sure the smaller cable is still adequately protected.

exactly, there's nothing wrong with fusing to the maximum of the equipment connected to the power wire, my only point was that the fuse is ther to protect the wire, so not to base your fusing directly on what the amp can handle...
