I was wondering if it would be a good idea to go with a Kicker L7 15" and power it with a Pioneer PRS-D3000SPL amplifier( 1000 w/rms x 1 @ 2 ohms . Would that amp be able to power two of those subs?

It will push them but you should really only power 1 sub with that amp. The Solobaric 15"L7 is 1000wrms each.
