I have shaved and suicide doors.
The way I see it,, if you get into an accident, usually if the door is crumpled, you have to use jaws of life to open it anyway,, what is a handle gonna do??
Also,, what about Chevy Baretta,, they have the handle in the B pillar of the car,, hidden, but there, but if you were a fireman who didn't know about it, just like shaved doors.
I think the government and police would rather you have your stuff stolen then the crooks not get in,, although in either case they can always break the windows.

The doors with which a vehicle is equipped shall be in good working order, and any hinge, latch or handle must not be broken, missing or inoperable

It is illegal & I have alot of tickets to proof it & yes I have went to court several times for this stating that alot of new cars automatically lock the doors...but the bottom line is I loose everytime ...they simply cannot be modified. I have also had laot of police not ticket me either for it...so all in all it really just depends on the officer & your attitude.
Having to low a vehicle is also illegal along with to dark a tint on the driver/passenger window.
