Used Power Cap

Okay, I'm new to all this so this question may seem dumb lol, so bear with me. I just bought a used Powerstor 1 farad battery cap at 20-24 VDC surge 95c. The person I bought it from said it should already be charged but what should I do to find out if it is?

Has the capacitor been freshly removed from his car or has been sitting around for a while. Caps do not hold a charge forever...

you don't wanna remove a charged cap....VERY dangerous. the system should've been run off just the cap to discharge it. some caps come with a resistor kit just for discharging.

you could hook it up to an amp and just feed the remote turn on with 12v and see if the amp powers for a few secs. this should be done just so you don't have a charged cap laying around.

Explain how its "very dangerous"... The charge dissipates after ~1 hour.
