yes...car must be off while being tested and idle battery voltage while being tested must be 14.0 or less ... so while driving into the lanes it is good to get a solid charge before and during the drive for testing but do not exceed 14.0 when they check youi may need to BURP the voltage down... happened to me a few times when building a vehicle for Sm last year ...charged the group 31 optimas so hard that t hey needed to be burped down below 14... they would sit at aprox 14.5volts for about 5 mins after shutting the charger off

 

Ya, street and street max car must be turned off, and I always been a little louder using a proper battery charger starting at 10-15A then topping it off with a 2A trickle than with my alternator charging the battery. Invest in 100+ feet of 1/0 welding cable and do 5 or so runs straight from both positive and negative terminals of the battery straight to the amps to reduce voltage drop instead of an alt if your primary focus is dB drag.
