I have heard of cops giving tickets for empty containers.... but then how in the hell are you supposed to return your empties... ?? I think some cops just hand out bogus tickets..... Ive got more then one before....
this is where i got F-d over
he talks to a judge or a justice of the peace there is a chance he can get whatever fines reduced if he can convince them he didn't deserve the ticket or that he dosen't have any money...... and he'll probably have to plead guilty.... and the judge went off the deepend and made my fines go up by 2X some time it works i have won 23 time out of 25 time i went in and now i just try not to do things that have cops give fined for

No, expired is expired. The officer does not even need to be present for this. The friend can go in and plead the biggest sob story of their life, the question is though, whether or not the JP beleives it. If the friend is infront of the JP, the very last thing that they want to be doing is not telling the truth. They have a nose for it and they have heard the same stories many times before, they know a pile of BS when they hear it.

Pay the tickets and don't do it again.

Unless of course your friend was somehow charged for an offence for which he is innocent.
