If it continues to smoke after startup, yeah, it's gona cost some money but if it just does a puff when first fired it's just the valve seals and they can be done fairly cheap. Especially if you can take the head off yourself and bring it in to the machine shop to do. If it is, you can always get an estimate at a shop and calculate that into the price of the vehicle and then really talk the salesman down because it's gonna need to be fixed.
I would likely just keep looking though if you want to spend the money on somethng decent in the first place.

If it spurts a little blue on start and then shortly stops, isn't it normal in some cars?
