It's Lexan.
As one of my friends explained "Its basically made with aluminum powder, its tough, and its hard to machine. Also its not cheap, I think for 2 rims it was going to be $25,000"
His college is working with it currently for a bike wheel project.

Lexan is a polycarbonate plastic... and although its tough its easy to machine compaired to say steel... (OK hard to machine and make look good maybe )
Yea its expensive too, but $50G for a set of rims seems a little much to me... I think you could probably find 4x4 sheets of 2" stock for less then 3large....
