You can't get handed down from an uncle.
In July I tried to hand my car over to my sister-in-law. It can't go to siblings (let alone aunts uncles nieces and nephews) It can only go up and down the generation line kid - parents - grandparents. It can also go in-laws up and down, but not siblings.

Chizzer, did you somehow manage to swing it from your uncle? I read that form backwards and forwards and couldn't find anything to allow for that.

Oh yeah, to get around not being able to give it to my sister-in-law, I tried to give it to my father-in-law, so he could give it to his daughter (this is legal). But there is a catch. It can only be given as a gift once per 12 months.

I fount as well, if u take the car ur looking into buying to a mechanic of sorts or you think it needs next to nothing for safety tell them you want it as is.. and usually you'll get about a grand off the price...did that for my crx when I had it and my mom's precidia.

It is just one of the taxes. It's the 8% tax (I don't even know which one that is . . . PST I think).
