Man that sucks Leo sorry to hear this. I usually only ever buy stuff off ebay from local sellers and pick up so I can inspect, test the item first. Or a couple times from ebay stores and have had no problems. The world is truly going to hell in a handbasket, I refuse to have kids as I am afraid of what kind of society they will have to grow up in. Again Leo sorry about this, I guess it is true that bad things happen to good people.

Yep. Basically, even if he were to send a request for money cancel it. Set up the payment yourself and mark it as goods. That way you have a much higher chance of getting your stuff/money. AND IF POSSIBLE, get the person to make a new listing on ebay. Even offer to cover the costs of the listing .. normally $5 or less.

To the OP, I'm not quite sure what you're talking about or maybe you don't know how to correctly look into things ...
I've had issues with U.S. mailings as well ... I have my doubts about this "Scam" since the user in question is still an active poster and has hundreds of transactions ... 97%+ Ratings ...
What you should have done is tracked the shipping with the eBay seller ... whatever info you have ... his address as the seller, yours as the receiver, the mail people can use that info.
If something is missing, you file a report. You don't just b!tch online about it. Outside eBay or not.
Just keep that in mind while the OP gives the guy a bad name.
2 years ago or not. The guy is still making transactions to this day.
Edit: You also mentioned that you paid through PayPal ... they have clauses for situations such as this ... you could get a portion or a full refund through PayPal. Man oh man ...
