I have an alpine 6 disc cd changer model #chm-s630 and I was wondering If I can hook it up to a factory hu in my buddies 99 tahoe?

You need and FM Mod or you might get lucky and find an old KCE202B from Alpine which was a GM to Alpine changer interface. It did not work on all GM's but if you find one it should say in the manual. Try Autotemp Air and Sound... on eof the older locations.
