First of all, you need to run some 4ga from under the hood to the cap, which I am assuming is fairly close to the amp.
Next, if the amp power terminal will only fit an 8ga wire, use it but try and keep the length as short as possible.
Use at least 8ga for the grounds, if you have some extra 4ga use that on the cap to ground connection, you can never have too thick a wire.
If you have a multimeter or can borrow one, check the voltage at the battery, across the cap and again at your amp to confirm there are no bad connections......with the system at 0 volume the numbers should be fairly close.
Sounds like you also need to setup the system properly to match the output from your deck to the input for the amp. This will ensure that you are getting as much as possible out of the equipment you have now.
