As Pinhead mentioned it is usually caused by power getting introduced on the RCA shield somehow - either by an accidental wire touch or a 'messed up amp'

loud you could try it yourself if you feel you have the soldering skills
if you disassemble the radio and pull the pc board out
find where the ground pin is on the pc board
there will be 3 pins right left and ground
check to see if the solder joint is broke or the ground pin is broke off from where it enters the board
if the trace is burn you should be able to see where it is
the copper trace is usually coated and the coating where it is burn will be black or brown
you need to take a small stand of wire and jump where its burnt
if the trace is lifted cut the lifted section off with a razor blade
good luck and be careful use a proper soldering iron and make sure your not soldering a bunch of traces together
oh clean the trace before you try and solder
use something like a raxor blade to scrape the coating off the trace
and presolder the trace before putting the wire on
also if jumping the trace looks to tricky you can go from the pin to the nearest ground point
you will need a small thin insulate wire for this and make sure it dosn't get pinched during reassembly
