Question RMS power vs PreAmp Output Volts

Let me preface by saying I am a complete newb to car audio. I just want to spend a little cash to play MP3s from USB media, and to improve the sound quality in my 2006 Toyota Corolla using its stock speakers. :-)

I'm trying to decide between two stereos sold on crutchfield.com. I'm trying to understand why there is a price difference, and whether RMS power is more important than PreAmp Output Volts or not.

Option 1: Kenwood Excelon KDC-X397
* $120
* 22 watts RMS/50 peak x 4 channels
* 6-channel preamp outputs (4-volt front, rear, and subwoofer)

Option 2: Pioneer DEH-X6500BT
* $130
* 14 watts RMS CEA-2006/50 peak x 4 channels
* 4-channel preamp outputs (2-volt front, rear/subwoofer)

I thought RMS power was supposed to be most important. If that's the case, why is the Kenwood cheaper?

The Pioneer has Bluetooth. The KDC-X597 has Bluetooth if it is important.

I would get the Kenwood.
