no you do not need a line driver. you need a new high level adapter, here is an example of what to use, google SNI-50a and look under the first heading by pac-audio, this adapter is a good piece, well priced and works. I've installed many of these.

the install is easy, the white (+) white/black(-) is the left speaker input, the black wire (middle wire) is chassis ground and the grey (+) grey/black (-) is the right speaker input. The RCA out of the pac module goes to your amp.

I take it the rear speakers themselves play fine?

Its possible you mixed up the positive and negative on the rear speakers, causing one of the signals to be out of phase before it gets into the convertor, thus cancelling eachother out. That can be checked by using the balance setting on your deck. See if it gets louder when you set the balance all the way left or right instead of in the center.

If not, is there an adjustment on the line converter itself for gain? Most have one for each channel, perhaps it's set too low.

Otherwise a new converter is required.

Wow awesome, I changed the polarity on one of the speaker wires going into the line converter and put the gain on the line converter all the way up and it works now. Thank you guys sooooo much, Im incredibly happy I don't have to go buy anything else.

just be sure you have the polarity as I listed in the previous post on the first page with the left and right rear speakers. The line converter gain should not be maxed out for it to wortk properlly.
