woofer on speaker moves out then in when i switch tracks, making a staticky noise.

when i switch tracks on my head unit the speakers woofer go in then out, making a staticy noise, this also happens when volume is turned to zero(move in then out then constant static). Thought maybe speaker wires were reversed, nope same result, tried different speakers, same thing.

whats making my speakers do this? is it cause harm to speakers?
