reason underpowering CAN cause distortion is stupid people. people who get a sub thats 1000 rms with an amp thats 250 rms and then they wonder why it 'dont pound' since its a 1000 watt sub. they go and crank up the gains on their 250 watt amps, crank up bass boost and open crossovers nice and wide. then they go to their deck and crank up the volume. sure it sounds loud but what u are hearing is distortion.
u can underpowper if u do it smart with a nice and clean signal.

undepowering = distortion is like saying if u have a Lambo and drive 40km/hr it will break. underpowering is like having a cavalier and pushing it up to 300km/hr.
