Amp problem

Amp problem
Hi, the amp is an Alipine MRV-T707 - powers front components.
there has always been a strange noise in the front speakers, i called them squirells, not engine noise because it would make this noise with the engine off as well, the noise doesnt get louder with the volume its a high pitched whining noise almost like a turbine winding up and down....so anyway when the volume up at all you could only hear it beteen songs so i use it anyway,.....
...now the problem, last night the amp shut off, protection mode i assume, volume was high but much lower than i normally listen, so i turn it down and the amp kicks back on for about 30 seconds then it blows both onboard fuses.
i replaced the fuses, same thing immediately after turning deck on.
so i assume a short, checked wires coming from distro block and all is well, i dissconnect speaker wires and rca's so that only power and ground are hooked and still both fuses blow right away...
opened the amp and my smt techinition wife assures me nothing visible on the amp board is blown...im confused
....please help with advise or suggestions you might have, thank you.
