I think it would be retarded to create power classes..
Each org has people who find a way to buy the best equipment and then cheat to get any advantage they can.
So if they create a 10kw limit then SD, Cactus, AB etc will all create a 10kw amp and we'll be right back to where we are now...

if people try to get around the limits with cheater amps, penalize them for it. clamp every competitor and give them a 0.1db penalty for every 100w they're over the class limit (or 3db penalty for being 2x over the limit, or DQ'd, or whatever).
with proper penalties, cheater amps would lose their benefits.

Problem with that is clamping takes time, and at the larger shows time is always short. Also clamping gives you a good idea, but every now and then when you clamp, the readings you get are off.
I know a list of approved hardware is asking for more trouble, but might be the easier solution. If someone chooses to run their equipment at .25, or lower, and risk blowing it to get a couple extra 100 watts, thats up to them.
When it comes to the big name amps there's only a couple you see in the lanes. If one is really questionable, have it tested, and if it is a cheater amp just blacklist it, which would also mark the company.
