I leave the full tech of it to the guys who can explain how it is done, but as for the why...
Clarion builds gear that almost anyone can put in their cars and is often used with other gear that may be mix and match or be bought seperatly from the amp.... So say you already have 2 4 ohm subs - a 2 ohm load - so you buy a DPX1800 - 800W for around $500 retail. Now you sell your subs a couple months later and you end up with a couple DVC's - 1 ohm load total.. your amp still does the same power, is still super stable and your a happy camper. If your amp was only 2 ohm stable - your out of luck. Or if you had bought a 1 ohm only stable amp that did 800W, then you would have only been getting 400W out of it on your first set of subs.... An amp like the DPX1800 that does 800W into 1 ohm and 2 ohm regardless doesn't have that issue.
Try working in an install bay or a stereo shop and have amps that only do full power into 1 load (ie 1ohm OR 2 ohm) are a pain if the customer or you don't have the right subs to match.
The reality is you get alot more flexability for your $500 - and you don't get screwed.. How many other great sounding 800W mono's do your know around $500 that will do it into 1 ohm and 2 ohm
I think (I am purely 100% speculating here) JL did it to make a statement about their product - NO BS, No guessing - you get what you pay for no matter how or what you hook up. I can respect that, especially with what was going on with amp ratings when their amps came out! They look great, sound great, I hear they are very reliable etc..

Those amps. like most cheaply made amps, put out a certain amount of current at a given load. The reason they can't put out more current, even though the load is lower is that their just isn't enough power supply available....

Series is one after the other, parallel is side by side. Or side by each if you're from the east coast.

There aint no such thing as a free lunch.
You can build an unregulated amp, and overload it untill just 1/2 a watt before it blows up, and rate it accordingly, or you can build one that does whatever, whenever, despite the lousy install that most will get, or you can design it somewhere in between, according to to price point you're aiming for.
You're gonna get what you paid for, but usually, an installer with experience can turn your "parts on the counter" amp, into something that turns your crank.
