Ask him if he changing them by prevention or because they really need to be changed. He's used to Dodge so changing parts early is normal for them...
I had the same job done (xept for the boot) on my 1994 626 (+350k) and it cost me 600$ just because "I" was tired of hearing the clack clack noise, 2 months later i sold the car...
If it was my car i would just repair the boot, but if it was my wife car then ill explain her the cost and the risk and let her decide. If she say just the boot then if something happen you wont sleep on the couch...

The thing is that it doesn't guarantee anything... What about the other old parts that you are not replacing, that's why I try to explain her what need to be done and the risk of not doing it. If it's something where people safety's at risk (like brakes) i do it no question asked, but for a bushing it's another story.
